In order to build Guangzhou into a top model city, Guangzhou would further simplify administration and transfer power! On September 1st, Guangzhou convened an executive meeting, discussed and passed in principle the Decision of Guangzhou People's Government to Transfer Power to Districts (County-level Cities). Mayor Zhang Guangning stressed at the meeting that Guangzhou had to eradicate the structural barriers that hindered Guangzhou's social and economic development and establish a scientific development system that was propitious to fully mobilizing the enthusiasm of the municipal and district levels.

According to the Decision, Guangzhou Municipal Government would transfer over 70 event power on two levels: transferring power related to city construction and management to the six old urban areas of Yuexiu, Haizhu, Liwan, Tianhe, Baiyun and Huangpu and transferring the corresponding power in view of the purview of county-level cities to Huadu, Panyu, Nansha, Luogang, Conghua and Zengcheng.

Mayor Zhang Guangning said that endowing district (county-level city) level governments with more management purview was an inevitable requirement of further perfecting the urban management system of "two levels of government, three levels of management, and four levels of networks". Mayor Zhang demanded that all departments at various levels handle smoothly the transfer of power and reception preparatory works in accordance with the requirements and arrangements of the Decision.
